This is a public notice flyer to notify interested applicants of anticipated vacancies in the Naval Acquisition Development Program (NADP) with Marine Corps Systems Command (MCSC). Duties

You will assist with the oversight and control of the operation/maintenance of accounting, financial management, and financial feeder systems supporting accounting, reporting, and management information for the Department of the Navy (DON). You will review and evaluate budget requests. You will present and defend budget estimates before authorities. You will formulate budget/estimates to support plans programs and activities. You will complete requirements assigned during each phase of an approved Individual Development Plan (IDP).

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying regulations, policies, and operating instructions applicable to financial management operations; 2) Compiling data for budget estimates; and 3) Utilizing a variety of office automation software (i.e., word processing, presentation, spreadsheet, graphics, and databases) to support financial management initiatives. FOR THE GS-09 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying regulations, policies, and operating instructions applicable to financial management systems operations; 2) Identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; and 3) Utilizing a variety of office automation software (word processing, presentation, spreadsheet, graphics, databases) to support financial management initiatives. Education

In lieu of the specialized experience listed above, applicants must meet the following positive education requirements:

FOR THE GS-07:
One full academic year of graduate education, law school
OR
Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.
2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail)
3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail)
Upper 1/3 ranking in graduating class (You must submit proof with your application)
National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application)


FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
