This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Financial Operations Division Chief. The incumbent provides technical and administrative oversight and performs a full range of supervisory duties for a team of budget analysts, staff accountants and operations support employees.

Duties

Perform all aspects of the planning, analysis, formulation, justification, presentation, execution, and review of current and multi-year budgets, including consideration of dollar and manpower resources to support the management of assigned programs. Identify requirements for automated program and budget systems; devises or modifies existing systems and procedures to implement Department of Army and command current and new budget processes, policies, and requirements. Conduct continuous evaluations of team functions and processes and initiates appropriate action to improve or simplify operations. Review/prepare narrative justifications/statistical data to support Presidential Budget requests, prepare testimony/supporting data for officials appearing before Congressional appropriation committees and prepare Congressional budgetary responses. Responsible for planning and organizing managerial cost accounting reviews and providing direction and technical/professional guidance to subordinate entities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a SECRET clearance.
  • This position requires Financial Management Level 3 certification within 24 months of occupying the position.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes experience providing guidance on interpreting regulations and all phases of the budget process (i.e., formulation, justification, and execution); monitoring the execution of budgets with various sources and types of funding (e.g., multi-year appropriations, interagency fund transfer) to ensure regulatory compliance; reviewing budgets and programs to determine progress against funding, schedules, and objectives; using automated financial systems such as General Fund Enterprise Business System (GFEBS) and Standard Army Financial Information System (STANFINS) to analyze funding and budget execution.
