This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12; the NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Lead Information Security System Engineer (ISSE) in the Corporate Operations Department, Information Technology (IT) Division, Cybersecurity Branch (Code 1043) of the Naval Undersea Warfare Center Division Newport.

Duties

You will be responsible for ensuring all IT systems at the command are properly validated, assessed, authorized, and maintained for authorization to operate. You will prepare, verify, submit, and maintain Security Authorization Packages for all IT systems including Defense Business Systems; Research, Development, Test and Evaluation and Platform IT systems using established NAVSEA and Navy processes. You will support the Cybersecurity Technical Project Manager to assist in the oversight for day-to-day technical and project direction executed by Code 1043. You will coordinate the Command INFOSEC Assess and Authorize process from cradle to grave and support the Command Assess and Authorize Team within Code 1043. You will support the coordination for Assess and Authorize compliance with the technical departments on behalf of the Command Information Systems Security Manager (ISSM) and Cybersecurity Technical Project Manager. You will coordinate initial package preparation, assign team members to the package, and establish the schedule and plan of action and milestones for execution to full Authority to Operate (ATO) authorization. You will coordinate with the Cybersecurity Technical Project Manager, system/network program managers, and system administrators to ensure all required artifacts are submitted to the team. You will ensure a thorough independent review is conducted on all required artifacts in accordance with Navy and DoD guidelines. You will ensure control assessments, vulnerability assessments, scans and security checklists are completed for each system and evaluated by the assigned Information System Security Engineer (ISSE). You will conduct independent comprehensive assessments of the management, operational and technical security controls and control enhancements for all required documentation, including artifacts and vulnerability assessments. You will participate in collaboration and Risk Management Framework Checkpoint meetings with the Echelon II Representative, Navy Security Control Assessor/Certification Authority and the Authorizing Official's representative. You will maintain all post-authorization requirements after receipt of the authorization decision or Authority to Operate. You will ensure accurate and timely system security information is entered and updated in the DoD Information Technology Repository - Department of the Navy (DITPR-DON) system for command systems. You will work directly with and on behalf of the Command ISSM and the Cybersecurity Technical Project Manager in order to maintain the Assess and Authorize process.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 612 (Security Control Assessor) within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.

Qualifications

TO QUALIFY FOR NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Information Technology (IT) security principles to monitor and evaluate systems compliance with cybersecurity requirements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Information Technology (IT) security principles to ensure the confidentiality, integrity and availability of systems, networks, or data. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
  • A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR
  • Three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
There are no authorized education substitutions to qualify for this position at the NT-5 grade level.
