Duties

The primary purpose of this position for GS-09/11 is: This is a developmental position with known promotion potential to the target position of 8F-23217 (Program Analyst, GS-0343-12). The primary purpose of this position for GS-12 is: To serve as a program analyst and action officer within USSTRATCOM's J82, Resource Integration Division, applying program experience to analyze, evaluate issues, develop recommendations and determine necessary policies, regulations, directives, programs, doctrine, resources and procedures for the establishment and maintenance of assigned major command program(s) and to resolve substantive problems and issues. Duties for GS-09/11/12: Advocates for and defends the Commander USSTRATCOM's PPBE submissions. Contributes to teams of subject matter experts from across the Command as directed to assess, analyze and formulate recommendations for a wide range of issues spanning strategy, doctrine, policy, manpower, force management, training, emerging and/or advanced technologies, command and control architectures, and concepts of operation. Assesses the sufficiency of capabilities required to execute USSTRATCOM mission assignments. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Condition of Employment cont... This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of program analysis, and the ability to apply standard practices, methods, and analytical/evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather readily observable data, identify significant factors, and recommend a solution from a number of possible alternatives; and knowledge of program analysis and administrative guidelines to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GS-11 GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, concepts, and practices of a program analyst sufficient to perform difficult and complex work assignments; knowledge of quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of program operations; knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization sufficient to plan, schedule, and conduct analyses and occupational projects; and knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR, LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; to plan and organize work; and to consult effectively with co-workers, peers, and management. Ability to learn and apply analytical investigative techniques to accomplish program analysis work in support of command force structure, operational requirements determination and planning, acquisition of major upgrades and new system capabilities, and the annual congressional appropriations process.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)FOR GS-12 Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Extensive knowledge of Combatant Commands, Joint Staff, OSD, and all four Services to include assigned missions/responsibilities, staff structure/functions and components.
  • Thorough knowledge of the capabilities, requirements and operations in one or more of the following disciplines: strategic deterrence; space; cyberspace; joint electronic warfare; missile defense; intelligence, surveillance and reconnaissance; or analysis and targeting.
  • Understanding of the Federal, DoD, Joint Staff, and Service strategic planning, major programs, and Joint Capability Integration and Development System (JCIDS) processes; and a thorough knowledge of DoD, Joint Staff, Service and applicable Agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; and concepts of operations; Skill in accessing and utilizing electronic services, congressional documents, and databases and budgetary / financial documents supporting the PPBE process.
  • Experience in designing and conducting comprehensive studies, and developing solutions to broad and consequential resource, operational, and contingency issues; Ability to plan, organize and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  • Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships
