About the Position: This position is located with the Directorate of Human Resources, Fort Stewart, GA.
This position may be filled as a term appointment not to exceed 18 months.
This position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade not to exceed 18 months.
This is an obligated position.
Duties
Serve as program manager in promoting and implementing leadership development initiative at all levels.
Prepare the workforce development/training portion of the Army Communities of Excellence (ACOE) and Strategic Human Capital Plan (SHCP).
Lead the development of the Installation's training policy and requirements integration.
Develop new approaches to identifying training requirements for the Installation.
Serve as the expert action officer for Installation future training, long range plans, and forecasts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret security clearance.
- Up to 20% Temporary Duty (TDY) travel may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting in the implementation of a professional development program for a workforce/organization; advising on policies and procedures pertaining to workforce development functions; and developing training plans to improve the development of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
NOTE:
1. Position may be filled as a temporary promotion, temporary reassignment or temporary change to lower grade not to exceed 18 months by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years.
2. This position is a TERM position not to exceed 18 months. It is a time limited position and may be extended up to a maximum of eight years.
NOTE:
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour. Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
