This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
Perform competition planning, implementation, and project selection for federal assistance awards and contracts, with emphasis on program project award criteria in broad areas of science, engineering, and technology with national impacts.
Conduct program management an oversight of financial assistance awards supporting advanced manufacturing technology and workforce development.
Assess and report impacts of funded technology programs to inform NIST leadership.
Contribute administrative and technical expertise to inform and refine funding mechanisms, program management efficiencies and impact assessment tools for applied research and development programs.
Work with teams within the Office of Advanced Manufacturing and NIST Grants Management Division more broadly to implement initiatives supporting advanced manufacturing policy objectives for both technical priority areas and workforce development national needs.

Qualifications
BASIC REQUIREMENTS:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
IN ADDITION TO THE BASIC REQUIREMENTS:
Applicants must have at least 1 year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as:
Experience conducting competitions for federal financial assistance awards for technical R&D programs. Specialized technical expertise in an advanced manufacturing sector of national importance, including but not limited to biotechnnology, materials science, microelectronics, artificial intelligence and machine learning. Demonstrated experience in organizing workshops or other forms of consensus building or gaps analysis outreach to refine strategic and technical priorities for R&D investments. Demonstrated skills in writing technical summaries for different audiences.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
