Duties

Serves as Financial Management Specialist for the Installation, Morale and Recreation Fund (IMWRF). Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities. Plans, formulates, and prepares operating budgets. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data. Develops standard operating procedures for safeguarding cash and fixed assets. Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections. Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives.

• A one year probationary period may be required.
• Satisfactorily complete an employment verification (E-Verify) check.
• Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
• Incumbent may also be required to complete a Tier 1 background investigation for a Common Access Card for physical access to federally-controlled facilities.

• Must be available between the hours of 0430-2030 Monday, Wednesday, and Friday, 0430-2100 Tuesday, and Thursday 0730-1430 Saturday/Sunday (40 hours work week).
• This position could cover shifts between all three locations as needed. Locations are the following: Pentagon Athletic Center in Arlington, VA, Taylor-Polk in Arlington, VA, and the Mark Center in Alexandria, VA.

Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP).
