This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an IT Specialist (INFOSEC/SYSANAL) responsible for overseeing the technology aspects of the My Service Benefits (MSB) Program at HQDA Office of the Deputy Chief of Staff of the Army G-1 Retirement Services Office, Washington, DC.
Duties
Ensure the My Service Benefits (MSB) system (primarily the MyArmyBenefits and MyAirForceBenefits websites) maintains the appropriate operational security posture.
Conduct continuous coordination with the US Army and Department of Defense cybersecurity personnel.
Develop/manage/oversee a coordinated security assessment process with the contractors maintain the MSB system.
Coordinate with Risk Management Framework (RMF) Security Controls Assessor - Validator to adjudicate and resolve security issues.
Review cybersecurity control implementation to ensure compliance with RMF standards prior.
Ensure implementation of Information Assurance Vulnerability Management (IAVM) dissemination, reporting, and compliance procedures.
Ensure MSB users receive initial and annual cybersecurity awareness training.
Develop system specifications to ensure risk, compliance, and assurance efforts conform to security, resilience, and dependability requirements.
Plan, design, and implement improved information systems to meet the business requirements of stakeholder organizations.
Oversee the implementation of application, database and web development policies and procedures and translate stakeholder functional requirements to IT solutions.
Perform assistant program manager duties, including advising the program manager about the contractors? technical performance in complying with contract specifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance for duration of employment.
- Offer of employment is conditional upon acquiring within 6 months the IAM II Certification IAW DoD 8140.03-M 02/15/2023.

Specialized experience: Specialized experience is defined as: performing systems analysis for multiple servers and websites including planning, operating and maintaining systems; enforcing policies and procedures that protect the integrity and confidentiality of the networks and personally identifiable information (PII); using audit techniques to inspect and ensure the readiness of systems to prevent cyber intrusions; ensuring systems are properly certified and accredited. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
