This position is located at the National Foreign Affairs Training Center (NFATC), Foreign Service Institute (FSI) in the School of Applied Information Technology (FSI/SAIT). FSI provides orientation, language, and functional training to employees from the Department of State and other foreign affairs agencies.
Duties
Executes organization's budget from the early stage of establishing purchase requests through financial closeout activity.
Coordinates with FSI’s Budget and Acquisitions offices identifying and resolving/correcting procurement related issues.
Coordinates with FSI’s Budget and Acquisitions offices identifying and resolving/correcting procurement related issues.
Coordinates with SAIT senior staff and analyzes a wide range of complex financial data , requirements and projections.
Coordinates extensively and serves as the primary point of contact and expert resource with FSI’s Office of Acquisition and SAIT managers on complex acquisition planning and contract administration activities.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 grade level must meet the following requirements:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing fiscal data or budget information to formulate organizational plans for operational effectiveness.
Experience working with administrative program and management policies or procedures to streamline work processes.
Experience reviewing fiscal analyses to recommend changes for organizational efficiency.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants applying for the GS-13 grade level must meet the following requirements:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing fiscal or budget programs to improve operational effectiveness.
Experience implementing or developing administrative program and management policies or procedures to streamline work processes.
Experience conducting budget analyses to recommend changes for organizational efficiency.
Experience utilizing automated systems including spreadsheet and graphics software to prepares reports regarding procurement processes and procedures.
Experience establishing new processes for the improvement of business technology budget purchases.
There is no substitute of education for specialized experience for the GS-13 position.
