Duties
If selected for this position as Supervisory Budget Analyst, you will join a well-respected team in the Budget and Finance Section in the Administrative Division in the United States Attorney's Office for the District of Columbia that is responsible for overseeing the financial management program, which includes payroll administration; budget formulation, justification and execution; fiscal services and disbursements; travel management and internal controls.
Typical work assignments will include:
- Directing day-to-day budget and financial management activities.
- Communicating, assigning, reviewing and evaluating work assignments.
- Conducting interviews with candidates for positions.
- Evaluating work performance in determining the recommendation of appointments, promotion, or reassignments.
- Directing and/or developing, maintaining, administering, and implementing a comprehensive financial management program.
- Providing advice to supervisors and managers on programmatic effectiveness relative to planned financial objectives.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
To qualify as a GS-13 Supervisory Budget Analyst, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal Service.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is defined as applying policies, precedents, regulations, concepts and processes of budgeting to participate in managing the budget process, formulating and executing activities utilizing financial management techniques including accrual theory, internal controls, interpretation of financial reports and basic accounting principles. Examples of specialized experience may include the following: understanding sources and types of funding available to support office activities and programs and the budget cycle; applying auditing techniques using different types of audit testing, audit risk, statistical sampling and projections, using estimates; understanding the relationship between proprietary accounts/reports and budgetary accounts and reports; overseeing financial management operations, conducting internal audits and preparing for and responding to external audits; using automated financial management information system (e.g., UFMS) to enter office financial data, tracking funds and developing reports; keeping abreast of current agency priorities and programs as they develop or change; and coordinating work in section with headquarters.
