Duties
Serves as the GIS real-property lead and data manager for the Dam Safety and Infrastructure Directorate. Among other duties, the person in this position is responsible for developing and maintaining a comprehensive inventory of assets in support of Reclamation's Enterprise Asset Registry. This position will support Reclamation-wide efforts to have a single, authoritative source of asset data within Reclamation by tracking our inventory of infrastructure, and eventually equipment. This inventory serves as the basis for Reclamation's asset information systems as defined in its Strategic Asset Management Plan, including supporting maintenance management tools (i.e., CARMA). This position develops and implements strategies, with relevant team members, for the interaction of Reclamation's asset information systems including the interaction with GIS and other relevant systems (e.g., condition assessments, recommendation management, maintenance management, capital investment and repair needs). Serves as the Dam Safety and Infrastructure Directorate Reclamation Data Council (RDC) representative, Reclamation Geospatial Advisory Committee (RGAC) representative, and Directorate GIS Program coordinator, which includes leading Reclamation-wide teams to carry out activities to increase efficiency and shared access to common asset data, reduce redundancies, and reduce data loss and duplication of efforts. Coordinates across Reclamation programs, projects, and offices to provide accurate GIS real-property/asset data for Reclamation. Coordinates contributions to the Reclamation Information Sharing Environment (RISE) and other public GIS data sharing efforts for Dam Safety and Infrastructure (e.g., National Inventory of Dams, National Bridge Inventory, National Levee Inventory).
Qualifications

To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience. Examples of specialized experience include developing GIS products, managing data sets, and identifying improvements to support data standardization.
To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience. Examples of specialized experience include developing GIS products, managing data sets, and providing training, direction, and guidance to support data standardization. The applicant's resume should document their ability to utilize best practices to determine data format, establish data specifications, and development of processes to ensure data integrity.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
