This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Managment and Program Analyst, NH-0343-03 position is located in the Assistant Secretary of the Army (Acquisition, Logistics and Technology) located at Arlington, VA.
Duties
Serves as a Management and Program Analyst in the Army DASA DEC Organization and independently plans and carries out projects and analysis in support of the organization's program requirements.
Participates in program reviews on substantive issue of moderate scope and impact to assess the effectiveness of program operations.
Applies knowledge of operating programs and analytics, basic knowledge of statistics, accounting, budget, and management techniques, system programming resources, and ingenuity to solve problems.
Manages/executes/reconciles commitments, obligations and dispersal of funds.
Distributes/reprograms all funds allocated in accordance with fiscal policy and ensures allocations within thresholds.
Implements analytical methods to assess and evaluate programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management within 60 months of entrance on duty.
- This is a Financial Management Level 1 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires submission of Financial Disclosure Statement, OGE 450, upon entering the position and annually thereafter.
- The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within 12 months.

General Experience NH-01 (GS-04): I have three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 (GS-04) grade level or equivalent pay band in the Federal service that includes; 1) 1) Analyzes current and past performance against expected outcomes and recommends adjustments as needed; 2) Participates in strategic planning process and associated continuous improvement efforts; and 3) Evaluates and recommends planning strategies to develop the strategic vision, goals and supporting action plan.
Specialized Experience NH-02 (GS-11): One year of specialized experience which includes: 1) Plans and carries out projects and analysis in support of the organization's program requirements; interprets established policies/ procedures, and regulations in conformance with established mission objectives; 2) Performs analysis of program/system/project implementation and execution to program funding and manpower resources; 3) Coordinates with program managers and contractor support personnel to implement corrective actions and improvement initiatives; and 4) Develops and recommends changes in program objectives, operations of emphasis and adjustments in resources utilization to correct deficiency situations, extend merit situations, and provide balanced program operations in established programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
Education
