Duties

This position is located within the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Integrated Operations Division's (IOD) CISA Central (Central) branch. CISA is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build more secure and resilient infrastructure for the future. CISA works with partners across industry and government to understand and manage risk to our critical infrastructure from a constantly evolving range of cyber and physical threats. CISA accomplishes its mission through five key functions: National Risk Management Infrastructure and Cybersecurity Operations Critical Infrastructure Resilience Critical Infrastructure Resilience Federal Information Security Interoperable Emergency Communications The Integrated Operations Division's CISA Central CISA Central is CISA's 24X7 hub for staying on top of threats and emerging risks to our nation's critical infrastructure, whether they are of cyber, communications or physical origin. CISA Central is the simplest, most centralized way for critical infrastructure partners and stakeholders to engage with CISA and is the easiest way for all critical infrastructure stakeholders to request assistance and get the information required to understand the constantly evolving risk landscape. Through CISA Central, CISA coordinates situational awareness and response to national cyber, communications, and physical incidents. CISA works closely with public, private sector, and international partners, offering technical assistance, information security and education to protect our nation's critical infrastructure from a broad range of current cyber, communication, and physical threats. The successful candidate for this joint duty assignment will come from the 0301-job series. This series has several equities within CISA's mission sets and participation on the 24X7 rotational watch will afford high-charging GS13s and GS14s the ability to hone their skillsets while learning other focus areas. Duties include, but are not limited to: Serves as the Senior Duty Officer responsible for planning, managing, coordinating and executing the mission, functions and activities of CISA Central. The Senior Duty Officer performs or directs activities that involve formulating operational strategies for current cyber, communications, and physical operations and emergency response planning, determining critical information requirements, devising critical/crisis action management plans and training and analyzing and evaluating mobilization and other contingency operations requirements relative to timely, accurate, and actionable information to facilitate rapid mitigation or response to incidents involving critical infrastructure (CI) to support installation restoration projects, and chemical inspections. The employee provides expert advice on policy matters and capabilities in executing current and future operations activities or requirements. The Senior Duty Officer will represent the Agency in meetings, conferences and special working groups with senior leadership at higher echelons, counterparts at subordinate field activities and management officials at other emergency response organizations.

Qualifications

Qualifications required: Expert at communicating complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means. Ability to develop or recommend analytic approaches or solutions to problems and situations for which information is incomplete or for which no precedent exists. Ability to effectively collaborate via virtual teams. Ability to evaluate, analyze, and synthesize large quantities of data (which may be fragmented and contradictory) into high quality, fused targeting/intelligence products. Knowledge of National Level policies and strategies, to include the National Infrastructure Protection Plan (NIPP), the National Response Framework (NRF), and the National Incident Management Systems (NIMS). Incident Command Systems (ICS). Comprehensive knowledge of incident management, and incident response requirements, regulations and policies, including Protected Critical Infrastructure Information (PCII) policies for verbal, written and internet-based transmissions. Comprehensive knowledge of CISA program goals/objectives and missions/functions, in order to conduct and monitor team member training; oversee regular watch procedure exercises and to identify program strengths and weaknesses. Highly skilled knowledge of infrastructure policy, technology, and programs, including the Department of Homeland Security's strategy for protecting the nation's Critical Infrastructures and Key Assets. Demonstrated leadership, management, analytical, and administrative capabilities in order to assist the Operations Chiefs in establishing and maintaining a technically advanced joint industry and government information and coordination center, and in developing and maintaining effective interfaces with other watch and analysis operations. Understanding of watch and analysis operations. Skill in crisis management in order to ensure timely and effective response to a variety of emergency situations. Ability to work under extreme time constraints to communicate effectively with members of the highest levels of government, industry, and academia regarding complex issues and situations, under all conditions. Ability to communicate effectively both orally and in writing. Ability to respond to urgent and stressful CI situations and communicate sensitive information verbally and in writing in a clear, concise and timely manner.
