About the Position: These positions are located in the 3rd Infantry Division, Mission Support Element G8 at Fort Stewart, GA.
Duties
Evaluate programmed distribution of available funds submitted by commanders against mission and workload objectives to ensure proper balance of funds distributed to support mission requirements, fixed costs and other essential variable costs.
Analyze fund utilization of annual funding programs, quarterly allotments and reimbursable programs.
Serve as resource advisor to the brigade and subordinate unit commanders.
Explain budget policies and guidance received from higher headquarters and publishes local implementing directives and information papers to Brigade and subordinate unit commanders.
Analyze program and budget guidance and instructions from higher headquarters to determine impact on Brigade and subordinate unit commanders.
Responsible for both manual and automated portions of budget reporting requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain a Secret security clearance.
- Temporary duty travel of 5% may be required.
- This is a Financial Management Level 2 certified position. Incumbent must obtain certification within two years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting with the planning and/or development of organizational budget execution procedures; reviewing budget submissions to determine potential or actual funding issues; utilizing an automated budget system with a complex coding system to prepare various budget/funding relate reports or data; assisting in analyzing organizational funds utilization trends; and ensuring fund received from higher echelons is distributed in accordance with approved programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
