Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Budget Analyst, you will use your knowledge of and experience with the Office of the Assistant Secretary for Planning and Evaluation (ASPE) to optimize business results and customer experience by:
Developing procedures and methods to budget for annual execution of funds and to meet changing program needs.
Developing procedures to link budgetary and program information to meet reporting requirements and assist managers in meeting their program responsibilities.
Analyzing financial data and compiling ASPE statistical analysis of financial data for presentation to HHS leadership, OMB and the Congress.
Conducting systems and processes in close coordination with other ASPE divisions. Preparing and/or participating in briefings to senior management officials reporting on the financial status of the overall program support activities in relation to the strategic goals that support ASPE mission and programs.
Directing the formulation and presentation of the ASPE budget by developing and promulgating the policies, procedures, guidance, and schedules for preparing budget submissions.
Providing leadership and direction in the review, analysis and appraisal of financial elements of program execution and the development and execution of policies related to efficient allocation, expenditure and control of funds.
Performing development of annual spending plans at the project or activity level for assigned ASPR budget programs. Providing this information to the financial analysis team as needed to cross-work project and program level funding.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes three (3) of the following:
Advising managers on the preparation of budget estimates, justification statements and/or budget execution plans;
Applying standard budget regulations, practices and procedures to complete the annual budget process;
Monitoring the execution of budgets across multiple funding sources (e.g., multi-year appropriations, interagency fund transfer, Intra-Department Delegation of Authority, etc.) to ensure regulatory compliance;
Planning, prioritizing, and scheduling work unit activities to complete assignments in a timely and effective manner.
