This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: HFPA provides health facility expertise, manages programs, and executes projects to build and sustain a world-class Environment of Care to support Army Medicine's combat casualty care and promote a system of Health for our Warriors and their Families.

Duties

Serve as the Senior Health Systems Specialist for the Support Division, US Army Health Facility Planning Agency (USAHFPA), managing project planning, facility integration, design, clinical planning, information management, information technology, and equipment planning processes for Army Medicine across the spectrum of military operations around the world. Resolve challenging and sensitive policy issues and problems while achieving project goals and parameters, presenting alternative solutions to unique situations based upon DoD Criteria, guidelines and evidenced based design elements. Develop and recommend DoD and TRISERVICE policies and procedures in relation to the design and construction process. Attends Medical Military Construction (MILCON) and Sustainment, Renovation and Modernization (SRM) planning and design meetings, site visits, design charrettes and user reviews to successfully execute the design and construction of the healthcare, research, training, and support facilities. Performs the full range of supervisory responsibilities of a multi-functional team of GS-13 and GS-14 subject matter experts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires a Background Security Investigation level Tier 2, Non-sensitive, Moderate Risk (Public Trust).
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Lead a multi-disciplinary team experienced in healthcare delivery and facility planning; (2) Coordinate healthcare space planning, programming, design, and construction to meet operational requirements; AND (3) Make recommendations for resolution of difficult and sensitive policy issues and actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.
