About the Position: This position is for a Lead Security Guard GS-0085-07 position with Department of Army, Installation Management Command (IMCOM), Directorate of Emergency Services, Police/Provost Marshal Division located at Fort Carson, CO. Retention Incentives are authorized for this position. Note: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference, as long as such applicants are available for appointment.

Duties

Perform Physical Access Control Systems (PACS) registrar duties in order to vet personnel accessing the installation and distributing visitor passes/badges. Control access points into the installation/ Federal property and restricted areas to identify security risks. Perform installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement guidelines. Prepare written reports to document all incidents as they occur on the installation. Respond to incidents to prevent theft, damage, accidents, trespassing, sabotage and espionage in accordance with the appropriate regulations Provide emergency response during base closures, active shooter responses and physical security response in support of installation Anti-terrorism/Force Protection (AT/FP) measures. Operate two-way communication equipment to summon emergency vehicles and crews when assistance is needed. Lead Guard workforce to ensure Security Guards are performing duties relating to the security guard force in accordance with procedures and regulations. Serves as a Shift Leader who is an assistant to the Guard Shift Supervisor. Makes daily assignments to ensure that guard coverage is provided to assigned patrol areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain eligibility for a SECRET Clearance.
  • Incumbent must pass a pre-employment medical examination and annually thereafter.
  • Must maintain requirements of the Individual Reliability Program (IRP) in accordance with AR 190-56, The Army Civilian Police and Security Guard Program.
  • IAW AR 600-85, a DA Form 5019R Condition of Employment must be assigned for mandatory drug testing. Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with (IAW) AR 600-85.
  • Shift work is required. Change in work shift may be necessary. Hours of work include fluctuating tours of duty, including evenings, nights, weekends and holidays
  • Overtime may be required and is subject to recall for periods of emergency overtime.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, must qualify semi-annually thereafter in the use of assigned firearms/weapons IAW AR 190-56 "The Army Civilian Police and Security Guard Program.
  • Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 "The Army Civilian Police and Security Guard Program.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Employee must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent must pass the initial physical ability test (PAT) within the first 30 days of employment and pass the annual test thereafter.
  • Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver's license. Loss of license may result in removal from the position.
  • Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
  • LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). You will be evaluated on the basis of your level of competency in the following areas: Access Control OperationsLeadershipPhysical SecuritySearch Techniques Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
