Duties
Serve as the Team Leader in the Strategic Communications and Engagement Office.
Analyze the Center's capabilities and core competencies.
Focus on the services and products that will realize the greatest value added.
Research existing and potential business opportunities to develop specific target areas for growth of the Public Affairs program.
Seek opportunities to foster and implement a cultural change from traditional bureaucratic attitudes to more modern business approaches.
Responsible for developing and disseminating public affairs positions and plans, responding to media queries and providing guidance to C5ISR Center leaders and personnel on a broad spectrum of Public Affairs programs.
Apply various techniques of communications, media relations, community relations, and internal information.
Develop informational materials that inform appropriate agencies or the public on policies, programs, services, and activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires Secret Clearance.
- Position may require travel away from the duty station (TDY) up to 20% of the time.
- Must be a U.S. Citizen.

Qualifications
This position is being filled under the Direct Hire Authority (DHA) Mission Support Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 equivalent grade level or higher) in the Federal Service which includes:
Mentoring a team to improve work to meet mission needs more effectively.
Communicate information in print, broadcast, and/or social media outlets to members of the public;
Conduct outreach with the local community and media relations groups and on the Federal, State, local, levels with groups/persons.
Design and deploy news and other command information via the web, exploring new types of digital, interactive, and social content.
Plan, edit, synchronize and distribute command information on the agency's public and internal websites and across other public affairs platforms.
Evaluate the effectiveness of the internal and external information programs, analyzing feedback from employees and senior leaders, and developing recommendations to improve the operation and enhance the overall program.
Determine appropriate content for publication as reflected in agency priorities, coordinating the deployment of news, images, video, print and other content between staff offices and reginal offices.
Oversee, plan and develop web promotions, campaigns, and other online outreach efforts.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DE-02/GS-11). To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to perform the duties of the position.
Additional Information:
This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-14 step 10.
