This National Guard position is for a STATE COMMAND CHIEF WARRANT OFFICER ADVISOR, Position Description Number D2687000 and is part of Joint Force Headquarters, Nebraska Army National Guard.
Duties
As a STATE COMMAND CHIEF WARRANT OFFICER ADVISOR, GS-0301-13, duties include:
1. Serves as a personal assistant to The Adjutant General (TAG) and is on their personal staff in the JFHQ, providing strategic advice and planning input to command leadership on effective use of resources and programs in support of established TAG objectives. Serves on the Joint Executive Council (JES) as a Senior Warrant Officer, representing all state Warrant Officers. Responsible for overseeing the administration, coordination, planning, development and execution of all National Guard Warrant Officer programs with particular emphasis on readiness, training, morale, welfare, discipline, awards and recognition, recruiting, retention, military equal opportunity, sexual harassment/assault prevention, promotion, assignment and reassignment, administration and utilization, as they affect the service contribution of the NG warrant officer personnel to accomplishment of the state's mission. Provides oversight in the development of the organizational structure when the NG is ordered to State Active Duty (SAD) to support the needs of the agency for mission requirements. Responsible for the development and administration of state rules and procedures that are adapted from policies prescribed by the Nation Guard Bureau and Department of Army as they pertain to Warrant Officers. Establishes and maintains liaison with the NGB CCWO, Senior Warrant Officer from the United States Army Reserve (USAR), Navy, Coast Guard and Marines in the state. Responsible for the Warrant Officer management of all warrant officers throughout a state encompassing a large geographical area, engaged in a variety of jobs under different Military Occupational Specialties (MOS). As the CCWO, participates in a variety of DoD, Federal and State level advisory councils. Identifies state and federal NG requirements and develops comprehensive JFHQ - State plans to support goals and objectives established by the DoD, Army, and the National Guard Bureau (NGB). Provides input and recommendations to the Joint Chief of Staff (CoS), Assistant Adjutant General (ATAG), and the Adjutant General (TAG) in the operations and activities applicable to all functional areas of the NG.
Conducts studies to develop plans and programs designed to develop and maintain high warrant officer esprit de corps and morale in all elements of the NG; comprehensive individual and unit indoctrination and mission awareness; prevention and resolution of complex issues affecting the warrant officer ranks and prompt and appropriate recognition of individual warrant officer personnel whose service is at a conspicuously high level of visibility. Directs, advises, and coordinates with warrant officers and other warrant organizations, councils, groups, etc., and their representatives. Participates in the resolution of policy, doctrinal and regulatory misunderstandings that could result in adverse effects on warrant officers. Works to further the intent of the Adjutant General's programs conceived and implemented to improve warrant officer morale, understanding, mission awareness, career dedication and upward mobility in the context of the overall state mission as it relates to the overall mission of the national guard. Responsible for the mentorship and development of WOs personnel by providing guidance leadership development. Provides career counseling and mentorship to Senior WOs. Develops, participates, provides guidance in planning, publicizing, and administering warrant/commissioned officer "awards and recognition" programs. Provides guidance to NG Military personnel sections to assure proper dissemination, clarification, and administration of promotion policies for warrant officers. Furthers and develops programs that will enable all warrant officers to utilize promotion possibilities, opportunities for appointments to Chief Warrant Officer Five (CW5), or to achieve commissioned status. Oversees appropriate military personnel sections in the promulgation of programs for warrant officer career orientation.

- Must be able to obtain and maintain the secret security clearance. (TSI maybe required dependent upon mission needs)

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- May occasionally be required to work other than normal duty hours; overtime may be required.
Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Army National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Maximum: CW5; Minimum: CW5; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

Compatibility requirements must be met prior to appointment to the position. Selectee has 12 months to become qualified in a compatible military assignment.
Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experiences at the GS-12 level or the equivalent in personnel and manpower core competencies: Reviews and provides counsel to TAG, the CAO, and the Senior NG Staffs on all inquiries concerning operations, administration, policy, etc., that affect, or are projected to affect, warrant officers. Initiates correspondence to all military, AGR and technician echelons of the National Guard, individual Guard members, other federal, state, and civilian agencies, and appropriate military headquarters, on all matters affecting warrant officer and state and federal missions of the National Guard. Performs frequent year-round visits for the purpose of observing, in military and technician contexts, the organizations, units and activities of the National Guard. Observes and evaluates the administration of all programs pertaining to and affecting warrant officers and the extent to which they are being carried out. Assures WOs have a full understanding of those regulations, directives, guidance documents and policy, etc., pertaining to their service under the overall mission of the National Guard and specific missions of their units. Makes recommendations for improvement, expansion, increased warrant officer involvement and command utilization, etc., and oversees the development of local and statewide SOP's and other guides that further the understanding among WOs and provide dynamic motivation for efforts toward attainment of readiness.
Education
An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
