Duties

Major Duties and Responsibilities - T&C Specialist is assigned the responsibility of providing training to CYP professionals based on needs of the program.  The incumbent is expected to operate independently with minimum supervision toward overall objectives of the programs.  Incumbent utilizes child and youth development and training expertise to role model, mentor, coordinate and provide training in support of the implementation of the curriculum.  Serves as an Early Childhood Education/Youth Development resource for CYP professionals by maintaining professional knowledge of curriculum development and materials for the appropriate program and age group.  Incumbent will observe for successful implementation of training, assess development of children and youth by direct observation, and provide services that lead to the program obtaining and/or maintaining national accreditation.  Coordinates with CYP Directors to establish training plans and a schedule for professional training.  Ensures CYP training opportunities include management, support, and direct care professionals.  Provides training that is appropriate for, and tailored to, the age group of the children and youth with whom the CYP professionals work.  Executes the DoD Standardized Module Training Program, provides initial orientation, ongoing annual training and ensures training is available to support career progression.  Incumbent arranges for subject matter experts to conduct/support specialized training.  Prepares training status reports and recommendations to supervisors and notifies CYP Directors of employees' and providers' training status and performance.  Develops programs that encourage and support the pursuit of continuing higher education by documenting requirements for completion of the CDA  or the Military School-Age Credential.   Participates in the CYP Inclusion Action Team meetings. Maintains supporting documentation on participants with special needs and ensures proper attention is provided.  Ensures implementation and execution of the Marine Corps standardized curriculum.  Assists Program Assistants and Leaders by documenting observations and assessments, evaluating classroom environments, approving weekly lesson/activity plans, and providing additional training when needed.  Coordinates programming that supports the participants physical, social, emotional, cognitive and language development regardless of setting or length of time in care.  Ensures quality and consistency of developmental programming to include the environment, equipment, materials, program structure, curriculum, risk management practices, and oversight and coordination of activity schedules and lesson plans.  Role models appropriate behaviors and techniques working with children and youth.   Reviews completed assessment forms and in coordination with the CYP Director, prepares a corrective action plan to remedy identified deficiencies.  Monitors progress and assesses program and environment in a timely manner.  Maintains a resource file library to aid CYP professionals in preparing lesson plans and activity schedules and to assist with training objectives.  Assists in and supports development and implementation of parent education and parent participation programs.  Provides support for CYP professionals in preparing for inspections and accreditation.  Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.  Must be alert to alcohol and substance abuse, and take appropriate action.  Absence of CYP Management, incumbent may assume the responsibilities of the CYP Director and perform duties and requirements of the position.  Incumbent is a mandatory reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect.  Perform other duties as assigned.

Qualifications

Minimum Qualifications(1) A 4-year degree in Early Childhood Education or Child/Youth Development or a related field such as  Elementary Education, Special Education, Family and Consumer Science (Early Childhood emphasis) AND 3 years of full time experience working with children and/or youth. OR (2) A combination of education (at least 24 semester hours) and experience, or additional course work, that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth.(3) Knowledge of early childhood or youth education principles, concepts, and techniques to develop, interpret, monitor, and evaluate the execution of curriculum and age-appropriate activities. (4) Knowledge of adult learning techniques and strategies and experience training adult learners. (5) Ability to support DoD certification, accreditation, and staff credentialing (Child Development Associate (CDA), Associate of Arts (AA) Degree) by ensuring that required training is administered and successfully accomplished to meet statutory and program requirements.Must have the ability to supervise and provide guidance and leadership to employees and providers.  Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders.  Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.  Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide child care services.  Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease.  Must complete all DoD training requirements within the specified time including orientation, initial and annual ongoing training requirements, and required certifications, if any.  Must maintain current food handlers, CPR and First Aid certifications.  May be required to obtain a government driver’s license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
