You will serve as a Human Resources Specialist in the Human Resources Office, Hawaii (HRO HI) of COMPACFLT HUMAN RESOURCES OFFICE.

Duties

You will provide a wide range of staffing services that includes providing advice on strategic planning to recruit, develop and retain skills needed to accomplish the assigned mission of the serviced activity. You will consult with management personnel to resolve controversial, complex and difficult types of problem cases. You will assist in developing strategic recruitment advisory services. You will ensure compliance with merit system principles and practices. You will develop memoranda and other correspondence to communicate decisions and/or activity's position on complex personnel issues.

Requirements

  • Must be determined suitable for federal employment.

Qualifications

For the GS-11 Position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical advice and guidance to management on Human Resources functions that includes the various types of appointments along with procedural and regulatory requirements of the federal recruitment process to develop the best recruitment strategy to fill federal positions through various recruitment sources. For the GS-09 Position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying fundamental human resources methods, principles and practices to advise management on basic recruitment strategies to fill vacant positions through various recruitment sources. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 Position:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 academic years of progressively higher-level graduate education
OR

A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-09 Position:
Successful completion of a master's or equivalent graduate degree
