You will serve as a WARFARE PROGRAM AND READINESS ANALYST in the FLT CAP RQMT, CONCEPTS, & EXPER DIV, DIRECTOR, MARITIME HEADQUARTERS of COMMANDER US FLEET FORCES COMMAND.

Duties

You will provide technical expertise on JCIDS as required by the Section lead. You will maintain a master list of organizations and subject matter experts to ensure documents received for Fleet review are disseminated for coordination with those organizations with equities and expertise for input into the final JCIDS documents. You will develop dynamic data extract procedures to satisfy standard and non-standard queries or reports. Supports Senior Analyst review of capability requirements. You will provide web-based/formal tasking systems coordination for all Navy ICD/CDD reviewed by the Fleet. You will be responsible for tasking of ICD/CDD Milestone reviews/documents to the Fleet, Lead TYCOMS and Numbered Fleets and then articulate the Fleet's position and operational needs to OPNAV N9IJ. You will track high interest ICD and CDD throughout a programs acquisition process and ensure the Fleet operational needs are properly addressed at each Milestone review. You will assist in coordinating briefings, presentations, and training related to Fleet CONOPS development. You will provide technical expertise on Fleet CONOPS development as required by the section lead. You will assist in tracking Fleet CONOPS documents throughout a topic's development process and ensure the Fleet operational needs are properly addressed at each Milestone reviews. You will help develop and revise Navy-wide OPTASK for dissemination via written naval messages.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in developing original and derived subject matter content, reviews technical operational and warfighting capability requirements for Fleet introduction and application. Experience and ability to provide oversight for coordination with the USFLTFORCOM N8 Platform/Capability Area Branch Heads, other USFLTFORCOM Directorates, PACFLT N8, and subordinate commands, to include inputs by Warfighting Development Centers (WDCs) as appropriate for capability development documentation. Experience in Continuous liaison with the OPNAV, CPF, Numbered Fleet Commander, and Type Commander staff is required by this position to ensure Fleet reviews meet established timelines and ensure Fleet integrated recommendations are fully collaborated. Product lines include Joint Capabilities Integration and Development System (JCIDS) documents, Fleet Concept of Operations (CONOPS), and Navy-wide Operational Task (OPTASK) messages. Knowledge in Tactical-level-of-warfare and Operational-level-of-warfare knowledge related to maritime missions and functions to address warfighting capability introduction.
