The incumbent serves as the Program Analyst for the Budget & Analytics program providing direct program analysis and support for the complex unit which is aligned under the Business Office Division, VA Portland Healthcare System (VAPORHCS).

Duties
Major duties include but is not limited to:
Plans, schedules, and develops projects that improve the effectiveness and efficiency of Business Office operations
Develops unique and original data collection processes that serve as the primary analyst for the
Clinical Documentation Improvement (CDI), Coding accuracy, VERA and Encounters programs
to improve revenue outcomes
Creates new data reports and decision-making tools for divisional leadership and hospital executives to improve performance metrics
Performs qualitative and quantitative analysis for the Business Office programs, including analysis and evaluation of operational outcomes, measuring program efficacy, and adherence to meet national standards
Demonstrates expertise in adapting analytical techniques and evaluation criteria to determine operational effectiveness
Recommends operational changes based on his/her findings, enforces quality control standards, and develops new analytical projects when current practices are insufficient
Performs data retrieval, data analytics, report creation, records and statistical computations, and workload analysis
Creates unique databases and analytical tools for special projects
Performs data analysis of revenue operations, identifying trends and gaps in final reconciliations to prevent adverse outcomes that impact the facility operations and budget
Analyzes Enrollment unique patient data and how it impacts budget allocations regarding different care programs
Generates reports to ensure adherence to national performance measures and are analyzed on a weekly, monthly, quarterly and annual basis
Assist the services by pulling various ad hoc reports
Assembles data concerning the Community Care program's authorization and consult process
Determines the optimal method to collect and report data in response to requests from divisional leadership and other Business Office stakeholders
Presents both oral and written reports to different levels of management, on the impact of workload trends ensuring proper analysis and validation
Recommends operational changes to improve Business Office and Community Care performance and efficiency
Develops and implements ongoing Business Office and Community Care programmatic reports that reflect trends
Analyzes workload trends and develops workload projections for care coordination activities which involve comparing and constructing current and historical workload data to discern trends
Generates and maintains facility wide Business Office status reports to inform divisional and
clinical leadership of current and prior year trends
Conducts special studies and analyses of activities, which present problems of special interest
Interacts responsibly with clinical and administrative staff at all levels throughout VAPORHCS
Provides clear and concise explanations of data analyses as well as reports summarizing the data

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, schedules, and develops projects that improve process the effectiveness and efficiency; creates new data reports and decision-making tools; adapts analytical techniques and evaluation criteria to determine operational effectiveness; creates databases and analytical tools for special projects; applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience with planning, organizing, and developing studies or projects; makes recommendations and presents on operating programs; and experience evaluating and making recommendations regarding health care delivery systems . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Transcript required . Physical Requirements: While work is mostly sedentary, there are also demands for standing, walking, bending and long periods of sitting. The incumbent is required to answer numerous telephone calls and must have adequate eyesight and hand dexterity to allow for reading and operating a computer terminal.
