Duty Location: Boulder City, Nevada
Duties
-Supports senior Management & Program Analyst in their assistance to the Office Chief and Deputy Chief, Administrative Officer, and Group Managers in the development of immediate and long-range program plans, goals, objectives, and milestones for the organization.
-Assists in analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives for the organization.
-Develops life cycle cost analyses of projects and performs cost benefit analysis, evaluates current projects program objectives and reports to management.
-Provides data analysis of information collected from various sources, researches and evaluates historical databases. Keeps Boulder Canyon Operations Office (BCOO) Chief, Administrative Officer, and Group Managers, apprised of status.
-Assists and coordinates the project planning, analysis, formulation justification, presentation, execution and review of work activities, and assists management in their responsibilities for multi-year projects relating to BCOO.
-Coordinates BCOO budgetary actions with other agencies and organizations that participate in cost sharing projects.
-Reviews program requirements to assure their conformance with established policies and guidance. Advises management on Federal financial assistance, status of agreements among Bureau offices, and current year program accomplishment.
-Assists the Administrative Officer on program, project status and provides updates on all organizational matters; participates in the development of managerial decisions, establishment of organizational goals and objectives, and in other aspects of managing the organization.
-Provides technical guidance and assistance to program managers, and managers and supervisors in a wide variety of management, budget, financial, and procurement-related functions.
-Evaluates and reviews Financial Reports received from the Financial Management Office (FMO). Monitors obligations and expenditure of fund through review and provides updates to management to track project completion. Ensures that expenditures and obligations are appropriately charged by object code and cost authority.
Qualifications

GS-9: To qualify at the GS-9, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience.
GS-9 Specialized Experience: Specialized Experience is defined as experience assisting with tracking budget related data; tracks purchase requests or allocating purchases using a financial database system; drafting and finalizing correspondence; performing administrative support to an organization (e.g. providing accurate and timely advice and guidance on procedures; track suspense's; maintains supervisor's calendars; responds to request for information); inputting time into an automated time & attendance system, and making travel reservations.
You could otherwise qualify on the basis of Education having Master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR You may combine specialized experience and education to meet the minimum qualifications.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience at the GS-9 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
If substituting education for experience: You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
