This position is in the Office of the Executive Director, Bureau of the Comptroller and Global Financial Services (CGFS) and serves as a Supervisory Budget Analyst with responsibility to oversee, manage, and supervise staff in the full range of budget and financial management functions including formulation, resource planning, justification, defense, execution, and administration. The incumbent provides budetary guidance and support to CGFS Charleston Budget office.
Duties
Analyzes financial trends, historical data, and various funding options and proposes offsets and alternate priorities in a declining or austere budgetary environment.
Oversees, manages, and supervises staff in the full range of budget and financial management functions.
Manages the financial activities of the bureau in support of worldwide financial management mission goals.
Serves as consultant, advisor, coordinator and point of contact for bureau management concerning funding and progress reporting for the expenditure program.
Reviews financial plan requests and /or appropriations and provides authoritative guidance to program managers.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
1) Experience directing the preparation of estimates and justifications for projected operating budgets and estimates for future budgetary requirements.
AND
2) Experience leading quarterly and mid year reviews of execution rates and/or appropriations and basic financial plan performance.
AND
3) Experience monitoring the execution of approved financial plans and recommending the programming of resources.
There is no substitute of education for specialized experience for the GS-15 position.
