You will serve as a Financial Management Analyst in the NAVHLTHRSCHCEN SDIEGO. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will advise on work in any of the phases or systems of budget administration. You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will perform a variety of fiscal, accounting or financial management duties and responsibilities.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing fiscal law, policies, regulations, principles standards, and procedures to financial management activities. Utilizing integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity using the Navy Enterprise Resource Planning (ERP). Managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation. Preparing, reviewing and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions. Knowledge of Standard Accounting Reporting System Field Level (STARS-FL), Financial Planning System (FPS), and Funds Administration and Standardized Document Automated System (FASTDATA), and Navy Enterprise Resource Planning (ERP). Analyzing, evaluating, and reviewing budget and program issues and financial data and report using business tools and applications, cost and economics analysis, and performance metrics to provide recommendations. Conveying written information in a clear, concise, organized, and convincing manner while correcting English grammar, punctuation, and spelling. Expressing thoughts persuasively and uses effective modes to reinforce message retention. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

GS-11: Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
