This position serves as a Supervisory Program Analyst for the VA Northern California Health Care System (VANCHCS) Medical Service with a duty station Mather/Sacramento, CA. This position reports to the Chief of Ambulatory Care and Benefits Section, and will be stationed at the Sacramento VA Medical Center or one of the Community.
Duties
Major duties include, but are not limited to the following:
The incumbent will assist the Medical Center's administration and/or Site Manager's Office with the coordination, delivery and monitoring of all Health Administration Service program goals, objectives and operations; assists in new or revised Business Office or Outpatient Clinic instructions, policies, procedures and guidelines concerning assigned positions.
The incumbent will work closely with the Medical Center's administration and/or Site Manager's Office to formulate workable solutions to identified problematic areas within the BDMS purview, making realistic recommendations for implementation and providing oversight to the problem resolution. The incumbent will consult and collaborate with the BDMS Education and Training Coordinator, on a regular basis, for issues that involve educating a large audience of administrative and clinical personnel on BDMS and performance measure requirements.
Incumbent must thoroughly understand the Computerized Patient Record System (CPRS) and Veterans Health Information System Technology and Architecture (VistA) computer systems.
The incumbent is responsible for personnel administration of all subordinate supervisors assigned to the section, which includes, but is not limited to, leave approval and scheduling; establishing performance standards; performance appraisals; maintaining and improving employee moral and motivation; and initiating disciplinary actions, such as warnings and reprimands, or recommending other actions in more serious cases.
The incumbent plans work to be accomplished by subordinate Transportation Assistants, sets priorities and designates suspense dates for completing work.
Incumbent serves as the BDMS Contracting Officer's Representative (COR) for Bene Travel. The incumbent will complete and maintain all mandated COR education and training requirements. Contracts are with private-sector vendors for services provided in the following areas: Beneficiary Travel transportation services including ambulance, ground transpiration and other modes of transpiration; Business Office frontline clerical support services; and other areas as assigned or needed. Incumbent will maintain ongoing communication with the BDMS office of the Chief with regards to contract status, requirements, and issues affecting patients, vendors, or medical staff.
Incumbent will provide assistance to the Chief of BDMS with coordinating budget requirements for all BDMS fund Control Points; these will include those in which s/he has direct oversight and those in coordination with other BDMS CORs to include coding, transcription, and record storage.
Work Schedule: Monday-Friday. 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: 3 years of VA experience preferred. COR Certification and VA timekeeping/VATAS experience highly preferred.

Physical Requirements: Most assignments are completed in an office environment; the work is primarily sedentary and requires regular use of a keyboard and computer, virtual meeting space, and telephone. Standing, walking, bending and lifting is required, primarily to manage administrative materials and supplies.
