About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as the Supervisory Product Support Manager (PSM) for the assigned acquisition program reporting directly to the Program Executive Officer, Program Manager, or Product Manager.
As the assigned responsible management official, provides overall direction and guidance for the development and implementation of a comprehensive product support strategy for the materiel system throughout the system life cycle.
Ensures appropriate predictive analysis and modeling tools are used to improve materiel availability and reliability, increase operational availability rates, and reduce operation and sustainment costs.
Ensures achievement of desired product support outcomes through development and implementation of appropriate product support arrangements.
Adjusts performance requirements and resource allocations across product support integrators and product support providers as necessary to optimize implementation of the product support strategy.
Revalidates any analysis of product support alternatives or business case analysis performed in support of the product support strategy prior to each change in the product support strategy or every 5 years, whichever occurs first.
PSM establishes goals, objectives, programs, and general guidance for operations subject only to the framework of laws, regulations, and policies of the agency.
Develops the product support strategy and life cycle sustainment plan (LCSP) for assigned projects in accordance with Army acquisition policies and procedures.
Oversees cost estimating, planning, programming, budgeting, program integration, interoperability, product support integrators and product support providers, and oversight of the product support function.
Assigns work, determines staffing needs, assures economical utilization, and effectively manages position structure.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for advanced certification in (L) Life Cycle Logistics within 48 months as of entrance on duty
- This is a Critical Acquisition Position (CAP).
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must clearly describe at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) level in the Federal Service, which includes the ability to: (1) Interpret technical policy, procedures and regulations to ensure adherence to schedules and priorities; (2) Apply concepts and theories of logistics management to evaluate policies and proposals involving the assumption of major new logistics support missions and programs; (3) Implement comprehensive product support strategy throughout the life cycle for the materiel system(s); (4) Brief commands of program developments that affect distribution, logistics, and support planning to include required planning for special maintenance or support facilities; (5) Brief leadership or key officials on program status and evaluate policies and proposals involving the assumption of new logistics support missions or programs (6) Develop product support strategies and life cycle sustainment plans in accordance with Army acquisition policies and procedures; and (7) Analyze the impact of current activities on current and projected resources, to recommend feasible alternatives, to determine milestone events.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 ( or GS-13 equivalent).
