This position is located in the Department of Health and Human Services, Program Support Center, Real Estate, Logistics and Operations (RLO), Mail and Publishing Services (MPS), located in New York, New York.

Duties

The incumbent demonstrates an ability to communicate verbally and in writing to prepare and present findings and recommendations, to prepare complex reports, and to engage others in study activities. The incumbent performs a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organization efficiency and effectiveness. The incumbent gathers information, identifies and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations in an administrative and program support setting.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Developing new approaches for conducting studies that deal with major issues affecting administrative management; Preparing recommendations to address issues affecting the organization's ability to accomplish its mission; Utilizing qualitative and/or quantitative techniques to assess and/or improve organizational management processes or systems; Developing procedures or guidelines to supplement established program operations, administrative regulations, various management activities. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
