This position is located in the Executive Office of the President, Office of the National Cyber Director (ONCD). The incumbent directs the Records Management program. The incumbent will be responsible for developing and coordinating the approval, dissemination, and implementation of all records management policies and procedures that are needed as ONCD increasingly adopts digital information and record formats in the performance of its work.

Duties

As a Record and Information Management Specialist, GS-0308-14, your typical work assignments may include the following: Serves as technical expert on agency-wide electronic and non-electronic records management issues and the creation and management of agency records. Responsible for developing and coordinating the approval, dissemination, and implementation of all records management policies and procedures. Ensures compliance with the Executive Office of the President's records management program, congressional mandates for electronic and non-electronic records, NARA regulations, and internal policies and procedures. Leads the transformation of agency records management processes to address the challenges posed by electronic records, and devises new ways of managing records. Collaborates with program managers and records liaisons to ensure records creation, maintenance, use, and disposition are in accordance with the Federal Records Act.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Providing a full range of advisory services and technical guidance to senior management officials on all matters pertaining to electronic and non-electronic records, digital information, record formats, and information assets; 2) Developing, planning, and implementing all records management policies, procedures, guidelines, and provides agency-wide training to the workforce to ensure compliance; 3) Overseeing compliance of record-keeping in accordance with federal regulations such as National Archives and Records Administration (NARA), national and international records management standards; and regulatory guidelines for administrative and electronic records. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
