You will serve as a FINANCIAL MANAGEMENT ANALYST in the Accounting of NAVMEDFORPAC SAN DIEGO CA.
Duties
You will review and evaluate accounting requests, controls, and reporting of unliquidated obligations and suspense accounts.
You will provide customer service to other departments. Ensure timely processing of purchase orders and payments on invoices.
You will analyze accounting operations and transactions to provide solutions while coordinating with subordinate commands.
You will formulate local financial management improvement techniques, including monitoring quality and timeliness of incoming accounting information and providing performance feedback to subordinate activities.
You will implement local procedures in accordance with higher echelon guidance.
You will process incoming and outgoing funding documents.
You will report and evaluate current and prior year appropriations within NMW Region.
You will contract and coordinate with higher headquarters, Defense Finance and Accounting Service Center (DFAS), and other entities to resolve problems. E.g. correction to machine processing errors, erroneous transactions posting.
You will assist in troubleshooting error reports, determining cause of errors and providing alternate resolutions.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating with DFAS, BUMED, subordinate commands to troubleshoot the situation.
Experience providing customer service to other departments.
Experience ensuring quick turnaround of purchase orders and timely payment of invoices.
Experience processing incoming and outgoing funding documents.
Experience reconciling accounting transactions between multiple financial systems.
Experience proficiently working within Microsoft Excel to track funding and create accounting reports.
Experience researching accounting errors and making corrections.
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating with DFAS, BUMED, subordinate commands to troubleshoot the situation.
Experience providing customer service to other departments.
Experience ensuring quick turnaround of purchase orders and timely payment of invoices.
Experience processing incoming and outgoing funding documents.
Experience reconciling accounting transactions between multiple financial systems.
Experience proficiently working within Microsoft Excel to track funding and create accounting reports.
Experience researching accounting errors and making corrections.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
