This position is in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART). This incumbent serves as a Grants Management Specialist.

Qualifications
MINIMUM QUALIFICATIONS:Qualifying experience for the GS-13 level includes one year of specialized experience equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are:-Monitoring complex grant and/or cooperative agreement awardees for compliance with regulatory, policy, and reporting requirements, such as auditing awardee costs that require an analysis of interrelated grantee operational issues of effectiveness, efficiency, and productivity;-Resolving complex administration problems for grants and/or cooperative agreements with unusual or unresolved issues requiring the development of new approaches;-Performing work in the pre-award process for complex cooperative agreements and/or grants, such as developing grant solicitations that will result in awards to national, state, local, and tribal entities to improve the functioning of their criminal justice system where data was collected from multiple sites;- Negotiating terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilitiesTECHNICAL QUALIFICATIONS:Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:(1) Ability to communicate in writing.(2) Ability to plan and execute work related to sexual abuse and exploitation, or related criminal justice areas.(3) Knowledge of the laws, regulations, rules, policies, procedures, and methods governing federal grants, cooperative agreements, and awards as it relates to matters of sexual assault, sex offenders, or related criminal justice areas.(4) Ability to communicate effectively other than in writing on topics related to sexual abuse and exploitation, or related criminal justice areas.(5) Knowledge of grant and cooperative agreement program management principles, concepts, methods, processes, and techniques as they relate to sexual assault, sex offenders, or related criminal justice areas.(6) Ability to provide advice and guidance on grant and cooperative agreement policies, Standard Operating Procedures, and guidelines.(7) Knowledge of financial methods, procedures, and practices used in grants and cooperative agreements.(8) Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.aspAll qualification requirements must be met by the closing date of this announcement.
