This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for designing, developing, executing, administering, and evaluating Security Cooperation (SC) workforce development programs within the SC enterprise.
Duties
As a PROGRAM ANALYST at the GS-0343-13 level, some of your typical work assignments may include:
Designing, developing, executing, administering, and evaluating Security Cooperation (SC) workforce development programs within the SC enterprise.
Providing workforce development program oversight, evaluating program effectiveness in meeting requirements, and recommending changes to programs as needed.
Planning, developing, and evaluating organizational workforce development functions, including developing recommendations for improvement.
Evaluating issues, deficiencies, and inadequacies identified in administering the workforce development program objectives.
Preparing and presenting reports and briefings on program status and/or recommend action to DSCA Director and/or DSCU President.

- Incumbent must complete DoD Security Cooperation Workforce (SCW) Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total).
Qualifications
You may qualify at the GS-13 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Providing workforce development program oversight;
Using qualitative and/or quantitative methods to assess program effectiveness;
Planning, organizing, and conducting complex studies;
Managing database systems to ensure data integrity
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
