Primary purpose: Serve as Criminal Justice Information Program Manager in the Criminal Justice Information Branch, under the Criminal Investigations Division in the Strategic Programs / Requirements Directorate at a Field Operating Agency (FOA) with responsibility for managing criminal justice info & associated indices for the Air Force. This is a developmental position.
Duties
FOR GS-12:
Processes criminal justice information within various relevant DOJ and DOD indices.
Analyzes, organizes, coordinates, validates and indexes information from criminal investigative, law enforcement and other relevant Air Force reports to the appropriate indices.
Oversees the processing and indexing activities of all CIITs and field agents and reporting requirement of external stakeholders.
Establishes, develops, and maintains effective working relationships with counterparts and representatives of other Services, DOD, and local, state, federal and foreign agencies.
FOR GS-13:
Serves as the Air Force's subject matter expert on processing criminal justice information within various relevant DOJ and DOD indices.
Analyzes, organizes, coordinates, validates, and indexes information from criminal investigative, law enforcement and other relevant Air Force reports to the appropriate indices.
Provides Criminal Justice Information program management for designated area of responsibility.
Establishes, develops, and maintains effective working relationships with counterparts and representatives of other Services, DOD, and local, state, federal and foreign agencies.

- Position is critical sensitive. A TOP SECRET security clearance with a Single Scope Background Investigation (SSBI) and other related suitability factors are required to occupy this position.
- May be required to travel by military or commercial air to conferences, meetings or other functions away from the normal duty station in the performance of duty.
- The incumbent is required to drive a motor vehicle with an appropriate drivers license.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
- The incumbent is expected to adhere to the standards of professional conduct for AFOSI personnel as outlined in the applicable AFOSI directives.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the COMMANDER's designated representative(s).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as the Code of Federal Regulations (CFRs) and Uniform Code of Military Justice (UCMJ); administrative and legal procedures; and requirements of various legal jurisdictions. Knowledge of a broad range of advanced investigative techniques, research methods, and analyses to conduct investigations where significant difficulties are encountered; select, adapt, and apply investigative techniques; overcome obstacles in gathering and interpreting evidence; and prescribe or recommend corrective action. Knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Knowledge of case adjudication, post-trial administrative process and appeal process. Knowledge of the relationships between federal agencies and the need for coordination with them or with other governmental jurisdictions that have an interest in a particular type of criminal case. Knowledge of, and skill in applying, a wide range of complex law enforcement and security disciplines, concepts, principles, practices, and requirements applicable to criminal justice information reporting and indexing requirements to include: Federal, DoD, and AF rules, regulations, instructions, practices, principles and procedures in regards to all facets of indexing of personnel; knowledge of law enforcement and personnel databases such as NCIC, NICS, DCII, NLETS (National Law Enforcement Telecommunications System), ARMS, DEERS, SFMIS, and how their institutional processes and operating methods perform a full range of indexing activities. Knowledge of statutory reporting requirements specifically, the Brady Handgun Prevention Act; Uniform Crime Report; SORNA; Crime Prevention Act; eGuardian; Security Clearance Information Act; Hate Crimes Statistics Act; Victim's Rights and Restitution Act; Lautenberg Amendment to the Gun Control Act; Fix NICS Act; NDAA 2019; P.L. 115-141; Sec 8106; P.L. 115-952; Sec 8105; and NDAA 2019. Knowledge of various legal jurisdictions, research methodologies, statistical analysis and business practices.
SPECIALIZED EXPERIENCE FOR GS-13: One year of specialized experience at the next lower grade (GS-12), or equivalent in other pay systems. Examples of specialized experience includes mastery of the advanced concepts, principles, methods, techniques, and legal processes and approaches of criminal investigative functions to provide expert technical advice, guidance, and recommendations to senior DoD and AF management, other senior agents, and officers in the development of agency-wide polices and procedures, and strategies. Expert knowledge of criminal investigation and law enforcement techniques and the relevant legal framework to interpret the laws and/or regulations in areas where accepted methods and principles are questioned or challenged and make recommendations which change the interpretation of laws. Expert knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Detailed knowledge of case adjudication, post-trial administrative process and appeal process. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11/12 level is required to meet the time-in-grade requirements for the GS-12/13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge, at a mastery level, of the laws, regulations, advanced principles and concepts, techniques, and legal processes and approaches related to investigative, enforcement work.

Ability to deal effectively with others to gain their confidence and cooperation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
