This position is located in the Budget Concepts Branch (BCB) in the Budget Review Division (BRD) of OMB.
Duties
As a Budget Methods Specialist, GS-0560-14/15, your typical work assignments may include the following:
Provides technical advice and guidance on apportionment and other budget execution related matters to analysts throughout OMB and other Federal agencies.
Serves as a contact within OMB and other Federal agencies for issues related to budget concepts and budget execution.
Provides training and consultation in budget concepts and budget execution within OMB and to other Federal agency budget analysts.
Analyzes the form and content of apportionment requests and reports relating to budgetary status to help identify errors and/or recommend different approaches.
Examines financing arrangements and budget structure to determine the best fit for the President's Budget proposals and implementation of enacted law.
Recommends budgetary treatment consistent with sound budget concepts and scoring rules.
Integrates budget and financial reporting to ensure financial reporting is consistent with budget concepts and supports budget data.
Ensures that the conceptual framework underlying the Federal budget stays up-to-date as the budget landscape evolves.
Works with management officials, budget analysts, information resources management staff, and other in performance of duties.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: ) Expert technical knowledge of and demonstrated experience formulating, presenting, executing, or reviewing Federal budgets, and a basis in quantitative methods; 2) Ability to identify and evaluate complex issues, consolidate information from a variety of sources, and select appropriate analytical approaches; AND 3) Ability to establish contacts and successful working relationships with staff within OMB and at other Federal agencies.
You may qualify at the GS- 15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Expert technical knowledge of and demonstrated experience formulating, presenting, executing, or reviewing Federal budgets, and a basis in quantitative methods; 2) Ability to identify and evaluate complex issues, consolidate information from a variety of sources, and select appropriate analytical approaches; 3) Ability to establish contacts and successful working relationships with staff within OMB and at other Federal agencies; AND 4) Knowledge of apportionments, Anti deficiency Act, and other budget execution activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
