About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Transnational Directorate, Weapons of Mass Destruction Division, Charlottesville, VA 22911

Duties

Serves as a senior all-source analytic expert in both tradecraft and technical intelligence analysis in the Weapons of Mass Destruction Division at NGIC. Supports, develops and oversees analytic production of all-source scientific and technical analysis of foreign chemical and biological warfare capabilities. Ensures intelligence products are timely, well-scoped, accurate, fully integrated, clear and consistent while employing rigorous analytic tradecraft and following all Army and Intelligence Community (IC) analytic policies and regulations. Ensures all underlying activities necessary for the production and dissemination of timely and quality all-source intelligence analysis. Monitors intelligence reporting and facilitates both formal and informal intelligence production. Mentors and guides junior analysts. Partners with Directorate and Division supervisors, analytic workforce and NGIC support staff to ensure all tasks and requirements are completed at a high standard and in an efficient and timely manner. Serves as primary or secondary Contracting Officer Representative (COR) ensuring Division contract efforts are appropriately maximized and executed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) travel may occasionally be required.

This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
