This position is in the Bureau of Population, Refugee, and Migration, Office of the Comptroller and is responsible for overseeing the implementation of mandated policy and procedures to manage and improve financial management, assessing internal controls systems and financial reporting, taking corrective actions for material weaknesses, performing rigorous review and comparative analyses of financial reports and records, and identifying discrepancies with budget submissions.
Duties
Plans, analyzes, and prepares factual information, project papers, and staff reports on financial reporting activities and presents to senior management.
Drafts or coordinates responses and provides information, explanations, and clarifications that respond to Department, OMB and Congressional questions and inquiries.
Assesses and analyzes a wide variety of financial reports submitted by funding partners that may include quarterly, annual, and close out of U.S. contributions to United Nations, International organizations, and specific non-government organizations.
Designs and maintains methods, approaches, and processes for PRM's implementation of mandated policy and procedures to manage and improve financial management, internal controls systems, and financial reporting.
Assesses internal controls systems, establishes financial controls, identifies discrepancies with budget submissions, and develops and recommends policies and procedures to strengthen internal control procedures and improve process outcomes.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing program effectiveness and providing recommendations for modification of current practices.
Experience with financial management to include budget execution, financial controls, and financial reporting.
There is no substitute of education for specialized experience for the GS-14 position.
