This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Program Coordination and Correspondence Group (PCCG). As a Health Insurance Specialist, GS-0107-14, you will coordinate the timing of activities and facilitate the identification and resolution of issues requiring a great breadth and scope of knowledge and responsibility regarding CMS policy and issues.

Duties

Serves as an authoritative source of information and expertise for the Administrator/Principal Deputy, Administrator and other senior leaders concerning critical issues that affect CMS. Manages projects and ensures timely completion of action items and achievement of critical milestones. Completes analyses and prepares a variety of written products, including briefing documents, talking points, and position papers for use by the Secretary, Administrator, Principal Deputy Administrator, and members of CMS and HHS senior leadership. Attends meetings related to sensitive or emerging issues in which the Administrator, Principal Deputy Administrator, the OSORA Director, other Center/Office Directors, and consortia/regional offices participate. Serves as the major Agency-level contact for inquiries and requests from within CMS Central Offices and consortia/regional offices, the Department, OMB, and other federal agencies related to sensitive or emerging issues.

Qualifications

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Managing or directing the evaluation or interpretation of policy or legislation for health care programs; (2) Directing or coordinating health care policy briefings or presentations for management; (3) Collaborating with executive leaders, management, or stakeholders on healthcare issues or programs; AND (4) Advising or providing guidance to staff or stakeholders on technical and administrative healthcare programs or policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
