You will serve as an OPERATIONS ANALYSIS SPECIALIST in the DOCTRINE AND INNOVATION DIRECTORATE (N5) of NAVINFOWARDEVCEN NORFOLK.

Duties

You will develop, revise and maintain the Naval Information Warfare Doctrine. You will ensure the naval doctrine is current and compatible with fleet employment and capabilities. You will coordinate the command mission as Primary Review Authority for Naval Information Warfare doctrine in accordance with Navy Warfare Development Command directives. You will function as a team leader for research, analysis of objectives, recommendations that support Information Warfare doctrine. You will maintain liaison with national, military, scientific, technical and academic agencies as necessary to ensure professional knowledge required by this position are maintained current. You will you function as primary Naval Information Warfighting Development Center point of contact with the Navy Warfare Development Command for Information Warfare in Fleet Experiments.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the OPERATIONS ANALYSIS SPECIALIST, GS-0301-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, revising, and maintaining Naval Information Warfare doctrine ensuring naval doctrine is current and compatible with fleet employment of IW capabilities while reflecting joint, multinational, and service doctrine. Experience functioning as a team leader for delegated study and analysis projects within the organization including analyzing objectives, evaluation criteria and methodology, identifying data requirements, and the development of project results and recommendations. Experience maintaining liaison with national, military, scientific, technical, and academic agencies; served as IW expert representative at conferences and working groups. Experience functioning as a principal point of contact for collection of IW requirements which apply to the development and maintenance of new and existing IW doctrine; maintained close liaison with IW deployers and subject matter experts to capture and document IW tactics and operations.
