This position is located at Fort Huachuca MWR NAF Support Division. This is a Regular Full Time position with eligibility to participate in the NAF Employee Benefit Plan. Duties

Performs duties in the delivery of Morale, Welfare and Recreation (MWR) Management Information Systems (MIS) at a major command level. Integrates automated applications into all aspects of MWR operations. Works closely with program managers to assist in developing and implementing procedures and actions to support automated programs. Serves as liaison for MWR MIS applications among G-9 program managers/Division Chiefs/Director MWR/Garrison Information Services Officer. Applies advanced information technology (IT) principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Applies professional knowledge to oversee and support implementation of the MWR MIS applications to include collecting and maintaining up-to-date statistical data for planning and reporting purposes IAW higher headquarters. Monitors applicable databases to ensure users are conducting business in compliance with standards. Ensures compliance with internal management controls IAW regulations, policies and procedures by ensuring that automated tools are in place. Identifies, coordinates and conducts MIS training (i.e. MWRA, contractor, IMCOM G9, SME, CST, etc) allowing users at all levels to maintain proficiency and fully utilize applications. Works closely with MWR program managers to determine MWR MIS operation requirements and provide/develop solutions within MIS capabilities. Works closely with users to analyze problems/issues and resolve/provide solutions. Responsible for implementing information security and information assurance policies, principles, and practices. Reports the status of MWR MIS applications and issues. Provides feedback and recommends engineering change proposals for functional enhancements to higher headquarters. Ensures implementation of approved changes. Other duties as assigned.

Requirements

  • U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
  • Appointment subject to favorable suitability determination.
  • Must possess a comprehensive understanding of the Army's MWR mission, business, and accounting processes and be able to plan, organize, and direct work/project activities.
  • Must possess excellent oral communication skills and have the ability to write concisely and accurately and prepare written briefings on assigned projects.
  • Work experience must include technical knowledge of automated applications, security requirements, and the ability to prepare written briefings and conduct oral presentations.
  • Demonstrated ability to plan, organize and direct work/project activities.

Qualifications

Minimum Qualifications: 1. Comprehensive understanding of the Army's Morale, Welfare and Recreation mission, business, and accounting processes. 2. Demonstrated work experience that included the application of your technical knowledge in the subject matter of this position of automated applications, security requirements, and are able to prepare written briefings and conduct oral presentations. 3. Demonstrated work experience with planning and organizing, analyzing problems to identify significant factors, and gathering pertinent data and propose solutions. 4. Be able to articulate yourself in a professional manner and are able to write concisely and accurately and prepare written briefings on assigned projects. Preferred Criteria Preferred are candidates who have a wide range of management experience in more than one MWR functional area (i.e., recreation, business programs, contracting, procurement, accounting, financial management, automation, etc) with a primary focus in Marketing and working knowledge of a minimum of digital signage networks, digital signage content management systems, content management, digital menu boards, and motion graphic design creation. Best Qualified 1. Demonstrated experience utilizing RecTrac functions to include inventory, activity/facility/rental, financial, and reporting. 2. Demonstrated experience assisting managers with DAR corrections. 3. Demonstrated experience managing IT hardware such as payment systems, Point of Sale, credit card terminals, or similar IT hardware used in Business and Recreation operations.
