The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Deployment and Distribution Flight, Logistics Readiness Squadron. The Flight is responsible for the centralized command and control, planning, and execution of all wing deployment operations and the distribution of cargo, passengers, and personal property.
Duties
Plans, organizes, and oversees the activities of the Deployment and Distribution Flight. Develops goals and objectives that integrate organization and Deployment and Distribution Flight's objectives.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents the Deployment and Distribution Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other Flights within the Logistics Readiness Squadron, Logistics Group, Installation, Major Command, and Headquarters USAF.
Responsible for centralized command and control, planning, execution of all installation's deployment operations. Analyzes base ready program requirements, to ensure efficient and effective operation of installation deployment processes.
Provides oversight for the installation transportation authority planning, managing, and executing movement of personnel , cargo and personal property. Develops and directs the implementation of short and long term operational plans, policies, and procedures of base passenger travel and Contract Ticket Office operations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- Must be able to obtain and maintain a Secret security clearance.
- This position is centrally managed in the Logistics Career Field.
- This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations, and logistics command and control; Knowledge of federal and DOD regulations and guidance pertaining to cargo movement including shipment of hazardous cargo, arms, and ammunition; Knowledge of safety and security regulations, practices, and procedures; Knowledge of federal and DOD regulations and guidance pertaining to passenger and personal property movement including official use of government vehicles.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations, and logistics command and control.
2. Knowledge of federal and DOD regulations and guidance pertaining to cargo movement including shipment of hazardous cargo, arms, and ammunition,
3. Knowledge of safety and security regulations, practices, and procedures.
4. Knowledge of federal and DOD regulations and guidance pertaining to passenger and personal property movement including official use of government vehicles.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
