This position is located at the Grand Junction, CO, Veterans Health Care System. The primary purpose of the position is to serve as a Program Support Assistant (PSA) for the Office of Communications and Community Development for the Western Colorado Health Care System (WCHCS) and VA Clinics that covers 125,000 square miles.
Duties
Performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the Office of Communications and Community Development. Such work includes a wide variety of administrative functions necessary for the smooth management of the Office of Communications and Community Development and ranges from correspondence to preparing reports. The incumbent may act as the primary liaison between the service and administrative offices outside the local organization.
Incumbent is responsible for assisting the Director of Communications and Community Development in the administrative functions. The incumbent will perform a full range of administrative duties in support of the Service such as customer service, application screening, completing data compilation, volunteer folder management, Volunteer orientation and training, managing and sponsoring PIV cards, report preparation, supporting internal and external outreach events and community development programs.
Incumbent prepares correspondence and reports including statistical program data, briefings, reports, handbooks, thank you letters, and invitations for events.
Monitors and controls all Service records, data, reports, memoranda, and correspondence including Timekeeping Management System.
Maintains and ensures accuracy of personnel folders.
Utilizes a PC for a significant amount of the time to develop reports, correspondence, flyers, bulletins, program booklets, brochures, listings, labels, minutes, agendas, newsletters, donations/funds; orders supplies, work orders, retrieves information, and maintains/processes data in the Department S drive VSS.
Provides all program support functions for special events such as the Annual Volunteer Awards Banquet, Veterans' Day Parade, and other special events and outreach programs as required. Coordinates and orders support services and materials for special events and outreach programs.
Places orders using the Government Purchase Card, 2237's or 1358's, tracks purchases and reconciles orders for all General Post Funds and Fund Control Point accounts in established time frames. Quarterly audits of General Post Funds from Financial Management reflect accurate.
Communicates effectively to volunteers, potential donors, organizations, community partners, staff, and others about program information, policies, procedures, events, etc.
Develops publicity material and writes news releases for use by the press, radio, television and other publicity outlets for promotion and recognition of the Office of Communications and Community Development and its services, activities, and human-interest stories. Fields inquiries from media to clarify or enhance released materials.
Arranges for official visits of service organization members. Coordinates briefings with the facility Director and makes arrangements for tours. Direct contact is necessary with Department officers to schedule visits and determine what areas of the facility they are interested in touring, time schedules, and organization members attending.
Serves as the service's ADPAC, using various computer programs and troubleshooting minor problems.
At the direction of the Voluntary Service Specialist or Director of Communications and Community Development, the incumbent will occasionally represent the service at off-station meetings and inform various community resources about the goal, mission, and needs of the volunteer and outreach programs.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks as a GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to; Adept in the principles, methods, practices and techniques of communication to function as a professional and technical authority within the WCHCS to support a comprehensive, goal oriented, outreach program involving public information, internal communication and community relations; Advanced knowledge of and proficiency in operating a personal computer (PC), and printer, including ability to efficiently use Microsoft Word, Excel, Power Point, and Publisher along with ability to use a variety of computer programs. Extensive knowledge of software needed to produce a wide range of documents e.g. reports, manuals, handbooks, minutes, program booklets, table of contents, use of columns, retrieve data/artwork and incorporate it into the text of a report; Knowledge of the duties, responsibilities, priorities, commitments, program goals, and schedules of the Voluntary Service Specialist, and the Director of Communications and Community Development sufficient to perform non-routine and complex assignments; Knowledge of the organization, VA mission, Voluntary Service (VAVS) program, Outreach program and its involvement and functions within/outside the organization; Knowledge of coordinating and managing office work, including all administrative functions as well as ability to complete duties with self-initiated priorities; Ability to recognize the need for such coordination in various circumstances and sufficient knowledge to recognize which information is or is not relevant to the problem at hand. Ability to establish and maintain positive and successful interpersonal working relationships with a wide range of groups and individuals that have diverse backgrounds, ages, education levels, professional status, disabilities, and socio-economic status; Knowledge of computer software as it is related to timekeeping, fiscal matters, word processing, and master files for volunteers and organization officials. Knowledge of automated data processing to serve as the service ADPAC.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Although the work in most respects is sedentary, the duties of the position do require occasional standing, walking throughout the facility, bending, pushing a small cart, and occasional light to moderate lifting. The work involves sitting at a desk, and sitting in meetings, carrying light to moderate weighty items (i.e. material donations, etc.) and possibly driving an automobile for occasional errands involving various
programs. Work is primarily performed in an office.
