The primary purpose of this position is to serve as Civil and Combat Search and Rescue (CSAR) Program Specialist/command Subject Matter Expert, and action officer for the US Air Force Rescue Coordination Center (AFRCC).
Duties

Training Course Content Development.
Training Course Delivery.
Develops and monitors State SAR agreements and Memoranda of Understanding for the contiguous 48 states.
Air Force Rescue Control Center Search and Rescue Controller.

- The employee is required to obtain and maintain certification as an AFRCC SAR Controller/Watch supervisor and successful completion of the USAF Inland Search Planning Course if not already a graduate
- Search and rescue Command and Control experience (preferably aeronautical SAR experience within the last five years) is desired
- Travel by military or commercial air to conferences, meetings, or other functions away from the duty site is required
- Performs 24/7 "on call" status to support changes in current and short notice operations
- This position requires a Top Secret Clearance
- This is a drug testing designated position. The incumbent is subject to random testing for drug use
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0301, Miscellaneous Administration and Program series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of FAA Regulation, Civil Aviation Organization regulations, FLIP documents, DoD, Air Force and MAJCOM directives pertaining to airspace matters, airway structures, oceanic routes, controlled and special use airspace, aeronautical charts, airfield information and restrictions, enroute supplements, flight safety, and security regulations in order to serve as Civil and Combat Search and Rescue (CSAR) and Civil SAR Program Specialist.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive current knowledge of aeronautical SAR procedures, including coordination at the national, state and local levels and knowledge of a wide range of methods related to the planning, coordination and execution of on-going, SAR operations in direct support of the national SAR plan, contingency operations, and other vital national objectives.
2. Extensive current knowledge of SAR programs and objectives, state-of-the-art computer search planning programs, and advanced search theory and application. Ability to develop SAR training courses and to teach content including investigating a case and coordinating with other organizations, as well as planning search and rescue cases to maximize the probability of detection, and adjusting the search area as needed; collecting and compiling information about emergency situations and training issues, and briefing supervisors and other agencies.
3. Extensive current knowledge of military and civilian SAR training program processes and skill in applying the principles and techniques of education and instruction to develop course materials and instructional methods, principles, and techniques.
4. In-depth knowledge of SAR publications, FAA regulations, ICAO regulations, Flight Information Publications (FLIP) documents, DoD, Air Force and MAJCOM directives pertaining to airspace matters, airway structures, oceanic routes, controlled and special use airspace, aeronautical charts, airfield information and restrictions, enroute supplements, flight safety, and security regulations.
5. Knowledge of basic budget preparation. Skill in developing and monitoring State SAR Agreements and Memorandum of Understanding. Ability to communicate effectively, both orally and in writing. Ability to deal with diverse populations.
6. Skill in using and troubleshooting various DoD unique computer-based software programs such as SAR Master, Combat Survivor Evader Locator, and Defense Messaging System.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
