Duties
If selected for this position, you will join a well-respected team that is responsible for providing expert technical, analytical, and advisory services on strategic planning, performance review, budget development, legislation and Congressional correspondence tracking, and budget execution for reimbursable and/or sub-allotment program budgets of the United States Attorney's Office (USAO) and the Executive Office for United States Attorneys (EOUSA). The incumbent will independently analyze the circumstances and requirements of budget issues and apply analytical techniques to numerous complex challenges. Typical work assignments will include:
Establishing complete and thorough reimbursable agreements.
Contributing to the preparation of required documents, securing approval from the Chief Financial Officer (CFO), and coordinating with the budget staff to request authority.
Providing strategic guidance, direction, and control to USAOs and EOUSA on all phases of budget formulation.
Developing operating plans and carefully monitoring, tracking, and reconciling payments against reimbursable or sub-allotment obligations.
Identifying and implementing new budget methods and practices to improve funds management.
Developing financial strategies for implementing complex nationwide procurements for professional services and information technology initiatives.
Serving as point of contact for financial audits of programs and directed projects.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-14: Applicants must have ONE full year of specialized experience equivalent to the GS-13 level in federal service.
Specialized experience is defined as: providing expert knowledge of laws, regulations, policies and practices in the areas of Federal budget and financial management; performing a wide range of financial tasks, functions and efforts including the full obligation life cycle; adapting budgetary polices, analytical methods and regulatory procedures to resolve problems; and identifying and implementing new budget methods and practices to address potential weaknesses to improve funds management.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
