The FBI seeks experienced and highly qualified Product Owner to support the FBI Cyber Division's (CyD) Cyber Infrastructure Services Unit (CISU). CISU's mission is to support investigative and intelligence efforts by building and continuously improving, highly reliable, value driven centralized infrastructure and backbone services. CISU provides this service by leveraging best in class Cyber IT infrastructure capabilities through business engineering principles.
Duties
The FBI Cyber Division (CyD), Cyber Technical Analytics and Operations Section (CTAOS), Cyber Infrastructure Services Unit (CISU) located in Chantilly, Virginia. CISU provides the secure and transformation delivery of services to CyD and our partners by building and continuously improving highly reliable, value driven centralized infrastructure and backbone services.
Serves as a Supervisory IT Specialist and directs and organizes IT Specialists engaged in technical work/projects providing a variety of IT services.
Supervisor is responsible for the development and performance of action plans related to the design, development and management of systems, software, networks and procedures supporting the Division's requirements.
Identifies, defines, forecasts, analyzes, articulates, researches, maintains, and/or implements the information systems and architecture to suit various needs in widely diversified subject-matter activities.
Provides expertise necessary to solve complex problems that hinder the development of operation of information systems.
Conducts research to obtain knowledge regarding state of-the-art IT equipment and operating procedures, initiate and coordinate testing of computer technologies which are often state-of state of-the-art; assess hardware and software capabilities associated with same; and, studies the applicability of such systems.
Formulates goals, initiatives, and tactical plans for projects which are connected with the long-range automation strategy.
Synthesizes goals, initiatives, and plans, formulates studies to develop long-range forecasts and recommendations.
Develops estimates for resources and incorporates same into appropriate schedules and planning documents.
Prepares cost benefits analysis and other management studies to support justification of the project within and outside the FBI.
Prepares project status reports as required by higher management. Provides technical advice to IT specialists, other technical specialists, and managers based on a developed expertise in the field of IT.

Specialized Experience (SE):
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
Experience in working with IT strategy, IT operational policies, and procedures, methods ,and programs and specifications, capabilities, as well operational policies, and functional characteristics of the IT systems.
Experience in project management, planning, and management control techniques as well as resources estimation and cost benefit analysis techniques relative to project management functions.
Experience in various personnel management policies, rules, regulations, etc., in order to effectively carry out personnel management functions related to team operations.
Desired Skills

Skilled in Waterfall methodology and Agile methodology
