The office is located within the Department of Energy's (DOE) Office of Intelligence and Counterintelligence (DOE-IN). This office provides technical advice pertaining to the Database Management Systems (DBMS) environment that will assist in the long-range technological planning to establish programs and procedures for continuing development of Insider Threat cyber detection systems (i.e., design, development, and maintenance).

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-14, Information Technology Specialist, you will: Provide management of the development and implementation of Information Systems compliance requirements for the U.S. Department of Energy (DOE) Insider Threat Program. Review and assesses accreditation packages for authorizing systems within the organization's Risk Management Framework (RMF) process. Provide technical expertise to carry out a variety of tasks involved in systems analysis, systems administration, networks, policy and planning, and internet. Serve as a leader or member on various standing information management boards, committees and working groups, as well as ad-hoc groups convened by DOE offices.

Requirements

  • May be required to successfully complete a 1-year trial period.
  • Must obtain and maintain a current "Q" security clearance.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-13 level in the Federal service. Specialized experience for this position is defined as: Operating monitoring systems to detect insider threats, whether unintentional or with malicious intent to minimize any suspicious behavior that may affect the organization. Assisting with security assessments to provide recommendations for corrective action based on best practices and directives. Assisting with the development of information system monitoring requirements to tracking the overall level of cybersecurity compliance with the organization. The OPM Group Qualification Standard for this position is: Information Technology Management, 2210 series "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
