This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Finance to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Budget Analyst in the Headquarters, Victory Corps, Office of the Deputy Chief of Staff. Performs a full range of budget and analysis functions involving formulating and executing an internal operating budget
Duties
Monitors budget levels to ensure legal and efficient use of funding; evaluates the effect of cost and program changes during the budget execution process, and prepares data summaries for regular and special reports on budget execution.
Reports need for transfer of funds between object class to internal program managers/division chiefs and transfers funds via military interdepartmental purchase request(MIPR), resource allowance document (RAD), fund certifying authorization (FCA)
Participates in the identification, justification, and prioritizing unfinanced requirements (UFRs) and year-end closing processes to ensure proper use of provided funds with no anti-deficiency act violations.
Operates and maintains local commitment ledgers along with full range of budgetary execution responsibility in GFEBS.
Reviews and analyzes budget submissions including budgetary goals, timetables, milestones, and criteria for assessing program cost effectiveness
Negotiates a consolidated organization budget for submission to headquarters levels and coordinates and maintains budget/financial systems for the organization.

Provides program managers/division chiefs with financial information such as monthly financial reports showing the status of receipts, obligations, and expenditures of operational and payroll dollars
Trend analysis of rates of expenditures; comparisons of actual performance to the obligation plan, and identification of variances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able perform a Temporary Change of Station (TCS) for not less than 6 months, but no more than 30 months.
- Must be able to work under austere living conditions, as well as, share accommodation under field conditions (containers, tents and/or barracks).
- Must be able to perform business related travel up to 60% of the time.
- Financial Management Certification (FMC) FMC Level 2 must be obtained within two (2) years of entry on duty. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
- Must be able to received inoculations IAW DoD requirements for travel to specific countries.
- Must be able to travel using military transportation or non-commercial means of travel.
- This position is designated Mission and Furlough Essential.
- In the event of severe weather conditions or other such emergencies, the incumbent must be able to report to duty or remain on duty during emergency and/or crisis situations or report for duty when non-essential workers are placed on furlough.
- However, authoritative personnel within the local chain of command will determine how the work is performed (telework or physical presence).
- IAW DoD Policy, must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa.

Specialized Experience: One year of specialized experience equivalent to the GS-9 grade level in the Federal service including work that involves the following: Experience performing a full range of budget and analysis functions, formulating and executing an internal operating budget and analyzing budget trends.
