About the Position: The work involves reviewing, analyzing and validating both long and short range program plans, goals, objectives and schedules of the various Command programs.
Duties
Serves as a Senior Program Analyst, responsible for planning, programming, evaluating, and prioritizing financial resources associated with Army aviation and missile weapon systems sustainment and initiatives.
Independently leads and conducts complex research/analysis crossing multiple functional disciplines to assess and evaluate mission alternatives for inclusion in Army Aviation and Missile Command (AMCOM) strategic resourcing plans and studies.
Anticipates or identifies financial issues and their program implications; recommends resource adjustments or corrective actions based upon the particular acquisition phase; and learned best practices.
Serves as the AMCOM command authority on the relationship between financial management processes and programming requirements to enable successful accomplishment of the goals and objectives of the Command.
Presents briefings to high level officials including findings, options and recommendations for strategic resourcing.
Serves as a fiscal expert within the Command for total obligation authority on matters pertaining to the collection, presentation, analysis and verification of data, techniques, methodologies and formats associated with budget development.
Requirements
- Must be able to obtain and maintain a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up 10% of the time.
- This is a Financial Management Level 3 Certified position. Incumbent is required to obtain Financial Management Level 3 certification within 24 months of occupying the position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes developing, analyzing, evaluating, implementing, and managing financial resources to facilitate the acquisition and logistics support of Aviation and Missile programs; providing resource management expertise in conducting complex research crossing multiple functional disciplines to assess and evaluate mission alternatives for inclusion in strategic resourcing plans; leads studies and conducts economic analyses to evaluate operations and improve cost effectiveness and program efficiency; experience/knowledge of the Defense (DoD) Planning, Programming, Budgeting and Execution System (PPBES) to assess the adequacy of long-range (multi-year) program objectives; and to determine effectiveness of planned operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
