Duties
Review directives and policies for dissemination to supported unit/commands.
Develop, coordinate and direct the formulation and implementation of budget programs and policies as they pertain to mission requirement.
Prepare funding status reports, briefings and face sheets using automated systems.
Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve systems problems and maintain data integrity.
Exercise daily fund control and resources management through accounting, budgeting, and management finical reporting programs.
Provide staff assistance to supported units/activities through on-site visits, written and oral communication.
Requirements

Specialized Experience: One year of specialized experience which includes managing financial programs to ensure full utilization of funds; developing basic procedures or policies for the organization's budget process; providing advice to management on budgetary matters; validating that funds are available to meet mission requirements; utilizing web-based systems to perform a wide variety of budgetary and analytical tasks and analyzing budget reports and recommending solutions to problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management.
OR
Combining Education and Experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.
