This position is located within the Office of Hospitality and Volunteer Services (OHVS) within the Office of the Executive Officer at the NIH Clinical Center (CC). The mission of OHVS is to anticipate, assess, and respond effectively to the needs of diverse customers to the CC and IC organizations located at the CC. These programs are managed within OHVS:
- Volunteer Program
- Hospitality, Escort and Messenger Service Program
- The Edmond J. Safra Family Lodge
- NIH Patient Library
Duties
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations.
Integrates program financial, technical, and other information.
Reviews organizational priorities and provides a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures for an organization.
Defines goals, recommends and implements the course of action chosen for various areas of the organization, such as budget and fiscal management, supply, service and equipment, procurement, personnel, contracts, construction and renovation.
Provides staff support for agency managers. Maintains broad knowledge of relevant research and evaluation findings as well as legislative developments related to assigned areas. Makes recommendations on new or modified developments.
As a supervisor of a team of front desk staff in a healthcare research facility, provides advice, instructions, identifies training, plans and assigns work, sets priorities, develops performance standards, and evaluates employees.
Requirements

- This is a Tier I emergency employee position. Candidate selected must be on call 24 hours a day, 7 days a week. Work Schedule Flexibilities include Alternative Work Schedules. This position is on site at the Clinical Center. No travel required.
- An OGE-450 financial disclosure form must be completed and on file. If selected, you must pass a pre-employment physical examination.
- This is a supervisory position. A one-year probationary period as a new supervisor may be required.
Qualifications
The ideal candidate will be overseeing a team of front desk staff in a healthcare research facility. Candidate must have customer service experience (preferably in the healthcare industry), strong communication and interpersonal skills, as well as the ability to prioritize and manage multiple tasks.
You qualify at the GS-13 level, if you meet the following qualification requirements:
You have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
